xCloud games will always run in 16:9 aspect ratio, with the exception of Genshin Impact.
If your monitor is 16:9, make sure to enter full screen mode with F11 to get rid of the borders.
I use the resolution 1680 x 1050 and play in full screen, it looks bordered and with a fairly strong blur, can it improve by using it from the APP?
Xcloud streams at 1080p max. which is a 16:9 resolution. 1680 x 1050is a widescreen resolution. Black bars will be required
From my computer I can only do that and lower it to 1024 x 768, will it still look like that then?
Yes, your monitor will always have black bars, since you have a different aspect ratio.
If anyone knows how to change it to 1600 x 900 from Intel, I would greatly appreciate it.

You don’t want to do that.
You want to run your monitor at its native resolution and you want to run the game full screen. The black bars re there to ensure the highest quality for the stream
Eliminating the black bars will result in awkward and unnecessary stretching
It should be clarified, if I put the browser in window mode and make it a little smaller, it looks normal.
The xcloud streaming video will be a maximum of 1080p , it doesn’t want to be stretch to a non 16:9 ratio
The black bars are an important feature to keep the game looking correct on monitors of different shapes

Your monitor is 1680x1050, there is no way to not have black borders without messing up the xcloud streamed video quality
If you force it to a 16:9 aspect ratio you might get rid of the black bars, but the entire content on your entire PC and in your game will be stretched and looks morphed. I wouldn't suggest trying that.
Just play in 16:9 with black bars and you'll be fine. It's the same as with any other content like YouTube Videos for example.
Lots of media is optimized for certain aspect ratios, it's just how it goes. It's not a problem.

Yes, it won't affect your image quality. Your game stream is still running in 1080p.

If I try from a laptop it will probably fit my image
From my understanding it's running on Xbox Series hardware, and all console games are optimized for 16:9 aspect ratio.
There still may be some games supporting different ratios in the future, like Genshin Impact. In that game the window can be adjusted freely.
But I wouldn't count on it becoming the norm. Especially since bigger resolutions would decrease stream quality.
