Xbox live is not working and not allowing me to join a multiplayer session in any game, It does say that i am signed in but it's not loading xbox social and toher xbox live servieces

Q. What did you try to do and what happened? (Be specific—mention your Xbox model, PC version, Insider ring, or anything relevant.)
A. I tried to simply join a session in Fh4 and also tried to join a minecraft session. In both of those instances, It said something along the of "Xbox live must be working" . I also tried to use the Xbox app and it's not able to load the friends list and etc.
Q. What have you tried to do to fix it already? (List everything you’ve done to fix it.)
A. I tried sign out and then sign back in which didn't fix it. I've tried to sign in with a different account whicch didn't work either. I tried to reset Xbox live
