I have tried every possible solution, restarted router, modem, changed ethernet cable, used wireless, restarted pc, reinstalled xbox, reinstalled windows 11, used VPN, but this problem has been present since day 1, changed computers as well it is consistent on multiple cpus, and motherboards. I can't post screenshots for some reason but my donwload speed on Speed Test is 922Mbps Down, 250Mbps Up. and on xbox im stuck at 2.5MBps barely. i dont understand i cant download games anymore, whenever i download on steam I get consistent 700Mbps + Down

If you don’t answer these, you might not get a response.
If you go into Settings > Windows Update > Advanced options > Delivery Optimization, do you have any limits configured for download rates, either as fixed rates or percentages of available bandwidth? If so, disable the limits.
already disabled, no bandwidth limit is on
