I mean if i install games can it open in another xbox
Account licenses are connected to the account. Installing a game on a hard drive does not make the game playable. The person still needs a license to the game.

Right. Transferring the hard drive to someone else woudl help them not have to do the download if their internet connection is very slow, but it would not give them a license.
The license is important?
