If i have xbox in Saudi Arabia and xbox in Uae if i got hard disk and installed games in hard disk in uae . If i give the hard disk to my brother in Saudi Arabia he can play the games ?

Account licenses are connected to the account. Installing a game on a hard drive does not make the game playable. The person still needs a license to the game.

Right. Transferring the hard drive to someone else woudl help them not have to do the download if their internet connection is very slow, but it would not give them a license.
