As of Dec 26th: Cloud Gaming is currently having an outage.
Go to http://aka.ms/411 and look at the 'Cloud gaming & remote play' section to see if the outage is still occuring.
No one here knows when it will be fixed.
You can log in to http://aka.ms/411 and sign up to get Xbox or text message notifications when the issue is fixed.
