Is there any way to spot the vibration from the xbox controller while playing forza horizon. I went to accessibilitys i turned off the vibrayion on the controller but still vibrating

Make sure you disable vibration on the xbox profile you are currently using. Every xbox profile has seperate settings. If you sign in to forza with profile 1, but then sign in with profile 2 (let's say to speak to friends) you will use profile 2 xbox settings, not profile 1. If that makes sense.
