I saw a discord achievement for playing Minecraft and wanted to do it, but when I launched Minecraft the achievement said I didn't have it launched, I followed the steps to link my account to discord, and my profile says I'm playing Minecraft, but it just doesn't trigger the quest at all? I have screenshots if needed

Did you check to make sure that the Discord quest wasn't for PC gameplay only? I've never actually seen one that detected activity on a linked account.

It asks whether I'm on PC or console, and it tells me how to link a console

Is it possible you're signed into multiple devices at once simultaneously?

And when I click to check if it's launched, it says I'm not connected to my Xbox account

In your profile it has you linked to Xbox twice (with the same ID??), maybe that's causing confusion?
