#games stop downloading/ slow download

no matter what I use, Ethernet, hotspot, wifi, my download speed is always under 20mbps and whenever it starts to download it goes down to 0 in 10 seconds and stops for a while before continuing the download. this has been happening for a couple of weeks now but way before it happened I used to download with 240+ Mbps every single time. restarted router, restarted and unplugged console, changed Ethernet cables but nothing seems to work. I'm on an Xbox One S

Your Wi-Fi provider is going through maintenance or is slow in the area

It’s not the console it has a decent Wi-Fi chip you could have gone over your limit to btw
