Keyboard controls were working before, then I played on mobile, and when I went back to pc, my mouse was not registering. Ive been trying to fix this for a few hours and nothing worked.

I suppose it will be on a specific game, it would be good to comment on which one it is.
You say that you have played on mobile, do you mean xcloud?
xcloud games are usually console versions and therefore are only prepared to be played with a controller, check if the game is marked with keyboard and mouse compatibility on PC.
Maybe you previously used the PC version with a keyboard that must be installed, and that one should work with a keyboard and mouse on a PC.
With this, I hope I have helped you, or at least, tried to get more precise information to be able to do it :).

yeah i played fortnite on xcloud mobile and it was working fine

I don't play Fortnite on xcloud, but the website doesn't say that it supports keyboard and mouse, only controller.
Maybe you previously played the game on PC installed instead of with xcloud maybe?
Or maybe since it's in beta the devs have removed the option.
Games that support keyboard and mouse on xcloud show up with an icon or text about it (although there may be exceptions and bugs).
I've also seen some recent videos of people using a third-party app for that game to use keyboard and mouse.

Try a safari private browsing window to disable all your plugins.
Also try chrome. Chrome seems to work almost the same as safari for cloud gaming. It was missing something I forget maybe rumble
