There are certain things you can do to earn microsoft rewards, including earning an achievement in a game pass game, playing three game pass games, etc.
Just check Rewards from your profile on XBox and it should show you what you have available.

Unless they moved it back (it used to be any game), and I don't think they did, it's Game Pass games only.

Hypothetically pvz2 is on the game pass but my brothers account owns it so I play it on my account would that still count as a game pass game since we own it but don't have game pass or nah?

No. iirc, you can't do it if you don't actually have Game Pass Ultimate either. They majorly nerfed the rewards, but I'm not exactly sure how they work anymore, since I don't really grind for points anymore.
