Check that you own gamepass ultimate on your account via https://account.microsoft.com/services?fref=home.drawers.subscriptions.view-all-subscriptions, to ensure it's your account that owns it, not that you are receiving it via another account on that Xbox you checked.
If it shows as owning it correctly via the website, then make sure you are signed in to that same account both in the Xbox app AND in the Microsoft Store app.
