I've tried everything I can think of.
And I have tried to even put it in sleep mode with my controller off and that didn't work
The Xbox usb ports are always on as long as it is plugged in. There isn’t a setting to make them turn off (there is an external hard drive power off setting but that is different, you could certainly toggle it to confirm of course)
Do your controllers charge when the console is on? I’d suspect the cable is bad
