I'm pretty sure that's your only option
factory reset has two versions.

delete everything from your local xbox. everything, including your game progress, redownloads when you log back in and launch a game. you have to redownload your game installs too.

'keep games and apps', keeps the game files so you don't have to install hundreds of gigs of stuff over again.
Option 2 is the first one you should try.
but with the second option, wont i lose all progress in games?

i already got an xbox series x in hopes i dont lose all progress, but i really dont want to lose all progress in FH4, FS19 and RDR2
game purchases, dlc purchases, friend list, achievements, game progress are all stored in teh cloud
when you use the same account on all your devices, all your game saves follow you
so option 2 just gives the xbox a little reboot, i dont lose anything and can just hop right on a game with no issues?
you relogin and everything works autoamtically
