#Xbox Gamepass Download Limiting

Hello. Im trying to install BO6 through Xbox PC Gamepass, and the download speed is being limited. Ive spent the past two days googling solutions, with none working, so i need assisstance.

Im on windows 10, ive tried doign real time protection, tried editing delevery optimizations, console commands, im at a lost for why xbox thinks its a good idea to download the game at 300 KB/s.
