I love trying to download a game and it throttles at 6x less than my internet speed, steam is fine, completely fine running at max speed flying through updates, but as soon as i try on the xbox app its back down in the dumps, even BATTLENET is better and that launcher is notorious for being absolutely horrible when it comes to download speeds, so if anyone has some actual fixes but i doubt there is then send em through

Downloads through the xbox app are notoriously slow. Sometimes rebooting fixes it, but usually you just have to wait it out.

normal things like using ethernet instead of wifi, not having other dodwnloads happening at the same time, not streaming movies at the same time, etc can help
