I am unable to purchase in-game mods while playing Ark Ascended on Xbox One. I have uninstalled and reinstalled my card. I have added a new card. I deleted and re-added my address. I click on purchase. It brings up a pop-up box with the Xbox logo surrounded by a never-ending white circle. Help!

I have already tried adding a different payment method and deleting the existing payment method and re-adding. I've also deleted my address and re-added.
I've restarted my Xbox One numerous times. I've made sure there aren't any settings preventing purchases.
I don't get an error code. Just the never ending circle.
