My friend got hacked for the second time in 2 weeks he change everything and still got hack and they changed everything this on his account is there anything he can do Xbox is saying there not I have the evidence

So I have pictures of them trying to blackmail him asking for 250 dollars yo get him account back he did contact Xbox and they told him they couldn’t do anything for him. He had this account for over 10 years about two weeks ago somebody got into his account change his gamer tag.etc Xbox was able to give him back his account. He did change his passwords. 2fa etc but somehow they got back into his account and change everything this time phone numbers credit cards emails everything took it all off and changed it
