My internet runs at about 400-600mbps, xbox app only downloads at 20-80mbps.

yea, the xbox app is super slow, it isn't your fault
sometimes it will go full speed, otehr times it will crawl

on a console quitting any active multiplayer game will speed it up a little
on a PC though, nothing really helps. Sometimes rebooting does, but not usually. And the speed problem is usually not becuase you're downloading a lot of stuff in the background.
It is like just on Microsoft's end
