Cannot connect Xbox X|S controller to PC via Bluetooth

I am trying to connect my controller to my PC via bluetooth, the controller simply doesnt show up when I try to add bluetooth devices.

I have bluetooth adapter maybe 5.0 or 5.1. My controller is fully capable of connecting to my friends pc via the same bluetooth adapter as well as his own. Using his adapter or mine still wont allow it to connect to my pc.

I have tried using both Pair options, and far too many "Fixes" from goolge search forums that span all the way back to 2015 and nothing works. Really dont understand what the issue is.
