#Xbox cloud and xbox game sync issue

I have got xbox game pass ultimate and then played persona 3 reload and got the dlc too but the issue is that persona dlc does not register with the game but does register with the cloud version. This caused me to get the things on cloud version and now that i am on the downloaded version it says "DLC needed". I have tried re installing and verifying the game files but none of those have helped.
