My xbox is stuck in 640x460 and when I change back to 720p i either get full screen red pixels or no picture and if i do it in dvi and hdmi overscan its just all red.

So: how about a different cable and a different TV / monitor.

Does anything else work on that screen? Older consoles you have, DVD player, PC? Once you've ruled out the screen and the cable then you should consider factory reset of the console. If that doesn't do it, then maybe you have a hardware problem. I don't know for sure though.
