#cross-network play is disabled

Everytime I attempt to load into a ranked rocket racing game in fortnite, it tells me that cross-network play is disabled, I've checked my settings, I've disabled and then re-enabled it, I've turned off my Xbox entirely and then turned it back on, nothing is working. It usually does this if I miss my gamepass payments, and I fix it by disabling and re-enabling the setting, but, as I said earlier, that hasn't worked. My gamepass payments are up to date as well. I was even told you don't NEED gamepass to play fortnite, but I'm not sure of that. How do I fix this?

If so, what results have you seen and tried?
