#Premium Content is Blocked (BO2)

I recently got both Black Ops 2 and the season pass, which provides a bunch of DLC but given that it is for a 360 game you have to install it using the in-game store. However when I have tried to do this I have gotten an error stating that I am blocked from purchasing premium content. I am an adult, I am not in an Xbox family, I have no restrictions enabled and I have checked this multiple times. I have also tried numerous fixes online including deleting my PIN and deleting then reinstalling my 360 profile. I also called Xbox support but was left on hold for 30 minutes and decided that it wasn't worth it.

Does anybody have anything else I can do to try and fix this?

If so, what results have you seen and tried?
