why is the xbox game pass without ea play ( the non ultimate version ) is unavailable? is it a bug or a thing?

Console gamepass as never really been a thing that they advertise or push, it doesnt include the benefits of core the lower plan. But they are redoing the plans anyhow.

standard gamepass is the new name for console gamepass that you are asking about...
It's not a new name, it's a replacement service. They don't have the same feature set, really.
Console Game Pass is not going to be able to be purchased/renewed for some time before Standard becomes available, but not sure if that's started yet.
