#Xbox offline system update stuck on console prep

Yo so I'm trying to fix my Xbox (one s) for a long time now, I literally use it for 1 game because cod bo3 isnt cross platform between console and PC
So I eventually got it to boot into the trouble shooting menu and I got a new flash drive (64GB) earlier to do the OSU it is formatted in NTFS or whatever it's called, and I selected the OSU option, it made the power noise and put me on this screen, which it's been stuck on for something like an hour now, is this normal or does anyone have an idea?
