I want to overwrite my local save with a cloud save, but there’s no option to download cloud saves. If I delete my save data from my console, next time I launch the game will it sync with the save it has on the cloud?

but depending on what you're actually trying to do... like 'go back to an earlier point in my game' that isn't going to do anything. game saves are constantly being synced to the cloud, so if you made progress on your game there is a 99% change that hte cloud has that same progress if you were connected to the internet

cloud saves aren't a "have multiple saves" system, they are a "have your game save safely stored in the cloud" system.
