i use a regular xbox one (specifically the cyan one)
whenever i watch youtube, starting a few hours ago, my video "freezes" and by freezes, i mean the actual video freezes, while the audio and video continues going on, with the still image of the frame it froze on sitting there, then i have to go back 10 seconds to get it to work
ive tried restarting my xbox, ive tried unplugging and replugging it back in.
what do i do?

That sounds more like a general youtube problem than an xbox problem.
Other than 'restart your xbox' and 'uninstall/reinstall the youtube app' I doubt there is going to be anything
