There is a level 2 Xbox ambassador going round threatening to ban everyone .

Reports are not acted on instantly. They are reviewed.
They also won't tell you what action they took against the person you reported (if any)

Do not expect any kind of response from Xbox enforcement team on your report. Once oyu have reported and blocked someone, that's the end of the story
