can't use gift card even tho I bought it on the same region

just bought the 50% off Minecraft gift card for my bro but I can't add it to his account, we two are from El Salvador, the two accounts are from the same region, I tried everything but still can't add it. If it is not possible to redeem it I just want to know how can I cancel it and get a refund
