Hi, I just recently bought a used XBOX Series controller and I have a 24hr window to return if I discover any problems with it. I just tried it ingame in Fallout 4 and Uncharted 4, in both games when I release the left joystick, the character keeps moving. Is this an intended function or is this so called stick drift?

That sounds like a symptom of stick drift.
The Xbox Accessories app should show an image of your controller and whether it thinks your stick is being pushed or not
