I use the correct resolution too (720p because my TV is 720p resolution).

So, it can be one of a couple things:

  1. It could be something with the TV / HDMI cable, I recommend trying a power reset of the TV if you haven't (unplug the TV, wait 10 seconds, plug it back in), maybe try another HDMI cable if you have one lying around
  2. With all those shooters, they're live service games that are continuing to be updated and are adding newer and newer things with more and more stuff. The unfortunate reality is that as developers continue to put out updates for these live service style games, eventually the oldest consoles will get to a point where they struggle to keep up with the latest and greatest updates and they will start dropping their framerate below 60 Hz (the display refresh rate of your TV) which is when you start noticing the screen tearing

If you're going through a capture card before your TV, that could also be introducing potential issues too. Best to simplify the setup to eliminate variables

basic troubleshooting is eliminate variables to reduce what may be the problem. Once you identify the problem, if it was part of a complicated setup because of your situation (like doing videos), they you make a tradeoff decision, which is more important, being able to do videos, or eliminating screen tearing, etc.

I said it may be contributing. I don't know. I'm suggesting try removing it temporarily and see if it goes away when you remove the capture card

The Elgato HD60X is a solid capture card for non-4k gaming, and the AverMedia cards are also good but their model numbers have changed since I last nought one so you'll just have to click around the store and find one.
