#Trouble Installing Game

Okay so I've been trying to download and play Black Ops 3 for a while now. My Xbox is a used one, but it seems fine, I don't think physically there's any issues with it.
At first I tried getting Bo3 with a physical disc- I was dumb and got it at a GameStop for a suspiciously cheap price. Imagine my surprise when the disc turned out to be faulty.
Anyway. So I give up on that and buy the game digitally onto the Xbox from the online store. I buy it successfully and I go to install the game, which says "installation stopped". I click on it to continue the installation and it says "to complete installation, insert the disc again."
I'm very confused. I was under the impression that since I downloaded it digitally, it would not need a disc to be installed. So that's what I'm having trouble with. I'm very new to Xbox stuff so I apologize if I'm coming off as dense lol.

Use the Xbox app to queue the install, that would bypass a disc that is scratched on some data parts (but still shows up) and also bypass your issue with it asking for disc to install digital copy

Go onto the play store or app store (whatever phone you have) and then search Xbox, download that app and connect the console via the Xbox account

@shut arch Sorry for the ping. I'm trying to set it up- it says on my phone to insert the code on my TV, but I don't see anything on my TV screen

@shut arch Okay so this isn't on the app, but I went on my console and pressed "resume all", which seemed to continue the installation, but it didn't make any progress. Then after a minute or so it just stopped again?

Can I bypass this via the app?

On my phone I pressed "download to console" and pressed my Xbox that I linked. Now it's just saying "waiting for Xbox" but nothing is really happening.
If it's of note, I don't really have all that great of internet, so stuff may probably just take a while
