Error E102

Hello, I tried troubleshooting my Xbox because It wont open any apps. Whenever I go to Troubleshoot > Reset This Xbox > Remove Everything the xbox turns off for a few seconds then a screen showing "Preparing console" pops up for like a second then it comes back to the Troubleshooting menu. I need help
