yes. all games on pc via xbox storefront ask u to authorize usage
for example when i first installed horizon 5 they ask me for permissions in horizon this is for i believe security purposes as well using ms preiertary tech and also allow unlocking of achievements

Its safe to allow it yes you have to allow it this will share your details with steam so they can sign you in for cross play. If you do not want this then you can decline it and you will not be able to use cross play
