#Xbox only displays in 480p

My Xbox one S only displays in low resolution mode (480p). When I boot up my Xbox, I get a black screen. When I run my Xbox in low resolution mode it gives the regular boot up screen and works normally. After making sure everything is updated, I try to change the resolution to anything but 480p and I always get a black screen and then it reverts back to 480p. I've tried changing the cables and changing the TV, neither of which have worked
