You won't be able to play online without either Game Pass Core or Game Pass Ultimate.
As with all consoles, you need a subscription to play online for any game that is not a free to play game.

Single player you can play without the subscription. To play online, you need the Game Pass Core or Ultimate. You've always needed an Xbox subscription to play online, since 2002

but you need to pay for online access to play ANY Xbox game online
You'd have the same issue on Playstation or Nintendo Switch (if GTA was on Nintendo Switch)
