I have recently bought an XBOX gift card ($25).
In settings, it says my balance is $27.50, but when I try to buy v-bucks on Fortnite, it says my balance is $2.50

Providing you purchased a gift card for your region - try removing your account restart the console and add it back. But you likely will need to contact support so they can look at your account.
