With the official bluetooth controller the issue feels worse but when im using a wired controller it dosent feel that bad and I just got the xbox for christmas and I turned game mode on and everything it's just that stuff dosent feel timed correctly when I do something if that makes sense

There could be a few possible causes. But start with restarting your Xbox by selecting Power and Restart Console.

it still only lets me select 20hz cause my tv dosent support 60hz for whatever reason

that 24hz option is not for gaming. that is just a special mode for some movies. it doesn't really mean anything
