Recently, about a week ago, I've been playing Roblox. While playing, I've realized I've been getting massive lag spikes out of nowhere. Confused, I check its performance settings tab and it says this:

FPS: 59.9/s
Physics: 60/s
Render: 60/s
Network Receive: 60/s 0.4 msec 4%

The strange thing that I'm noticing is that Network Receive is flashing between orange and red, so I've looked at my Internet speed a few days later and noticed Upload Speed and Bandwidth is lower than it typically was. Dropping to 3mbps for Upload Speed and around 4kbps for bandwidth.

Troubleshoots:
Restarted and unplugged Router and Modem multiple times
Tried the IP and DNS settings issues (one of those methods I believed because there were no comments debating the videos)
Uninstalled Roblox multiple times
Rebooted the console

One thing I have noticed is that I feel like the GHz changed from 2.4 to 5 but I'm questioning whether it was 2.4 or not.

And I have tried other games:

Fortnite was constantly lagging

R6 gave latency and packet loss issues multiple times

Try testing with LAN

By connecting cat5/6 wire from your router to Xbox.

Can't really do that. My parents wouldn't allow me moving my Xbox into the living room and get a wire just so I can plug it into my Xbox, let alone keep it there to play
