On my xbox one I have 100% packet loss, but on my xbox series x its working fine with 0%. Both xboxs are connected to the same wifi and I have tried restarting the xbox, my router, and changing some settings in my xbox and nothing is working.

Ignore that screen. THe packet loss statistics are broken.
If your Xbox is working fine, then your Xbox is working fine. There is no reason to go searching for trouble.
