On Xbox 1 I can't download any files. I've changed my age settings and restriction content on the family app. It will not work still.

If you are talking about saving files with a web browser, this is not supported on Xbox consoles.

EA has separate age requirements for certain features that are not controlled by Xbox family settings, so it would depend on how you were set up. And if you meant you changed your age somehow note that you cannot manually change the birthdate that Xbox sees, it is frozen when you create your account. Only support can make that change (with proof of age)

Well, the first thing I would make sure is that you have the "You can see and upload community creations" Xbox privacy setting set to everybody.
