this is an error code that means there is some sort of issue with a system update, first i'd go to settings and try to manually update the system, if it keeps having issues, shut down the xbox, unplug it for around 1 minute, plug it back in and turn it on. then try and manually do system update again

I mean what I would do next would be just to plug the xbox into a different outlet, then see if it works then if not turn it off and unplug it from the wall and let it sit for around 10 minutes then turn it on and retry to factory reset it or do offline update
if that still doesn't work you need to send in your xbox to microsoft 😦
