This comes up in the xbox app whenever people presumably send me images, how do I fix it?

I don't know what settings are affecting the messages that are being blocked for you. Maybe community creations, or captures and shares.

I've put everything to either everyone or allow and it still doesn't work

I was just telling you where the settings were. It’s also possible they’re being overridden by a parent.

I removed myself from the family group on Microsoft so I don't think it's because of that

Also, before it was saying "this message is hidden because of your safety settings. To see it, update your settings or contact your family administrator" but now that I left the group it doesn't say the second part anymore

So it can't be that

if you leave the family group that wont fix the issue. You need to rejoin or that will lead to other issues and get the parent to make the changes.

If you leave a family group and your account is underage then you will revert to the default safety settings for the age of the account. Only a family administrator can remove safety restrictions.

I'm literally 19 so I don't get why my account would be underage

If that's the case, there is probably a setting you can now control that was previously under the control of a family administrator. However, I don't have familiarity with what might be at cause here (I've never seen that message). You may have to keep digging through the privacy or safety controls.
