When pressing the power button on my Xbox one it makes the start up sound, but it doesn't light up and makes a rummaging sound on the inside, tried everything i could think of to turn it on and didnt work.

It’s either A:your Xbox isn’t plugged in to your wall or B: You have too much dust inside your Xbox and you need to clean it

The amount of dust required to keep an xbox from being able to start it more dust than you can possibly imagine.
Wipe the outside of your xbox with a soft barely damp cloth. That's all the 'cleaning' it needs.
