My wife has my Xbox set as her home Xbox, yet is unable to play any games I own.
Does it apply to Game Pass games too, or only games I digitally own?

To play your games on her Xbox with her account, you have to set her Xbox as your home Xbox.

I’m not sure of the scenario here, but
- you can always play your games on any Xbox with your account
- someone else can play your games on their Xbox with their account if you set it as your home Xbox
Th #2 is for people who live together. Doing this with Xboxes that aren’t on your home is against the terms of service
