When I try to connect to the XBOX website and log into my user account it puts me in for a second and takes me out after a second, and also when I try to play on the FORZA servers I get an error and it will come up 'Don't let me play ONLINE
It also won't let me get support from their official website
So I asked one of the Microsoft team because that's the only way it works for me, he told me probably because my country is at war, so right now they don't provide service, is that true?

Support are apparently aware of the issue so they will be working to resolve as soon as possible.
However, from the last point in your question, if you are located in Russia then yes, services have been discontinued there but this is not a recent thing.

I live in Israel but I just realized that probably a country at war has no service

I have seen no updates to say they've discontinued services to Israel.
At least not from Xbox's side. I don't know about other services like internet providers.

Other people are also reporting issues, so there may be an outage somewhere. If there is, they'll get it fixed as soon as they can.
