When I'm in the menu and use a button or joystick to move left, right or up and down, the controller occasionally does a double jump

I think the Accessories app has a joystick tester - I know at least it does if you have an Elite controller.
You can click the buttons and move the sticks and see on screen how it is being read. It is possible that your controller is breaking.

I also think that the controller is broken, because the same is true with the control pad

Usually this means a key or button is stuck down either on the controller you're using (possibly a short) or another keyboard or controller attached to your console. I would start out by disconnecting all other controllers and making sure it still happens. And then trying another controller.
