Issue with Thethering thorugh cable where on the xbox app it would peak the highest speed and then drop to 0 and say no internet access.Any assitance with this please

i am on pc trying to install forza mototsport thorugh xbox app on windows 10 and i am using Iphone tethering(Hotspot through usb) to download the game.The issue i am facing is that it will start downloading and soon as it reaches the highest speed my phone is sending,it cuts off and goes to 0bytes.Eventually it says in the system tray no internet access.I have tried uninstalling drivers and reinstalling itunes because i need it for tethering to work but nothing so far.It does the same thing.I checked on the internet but it only shows where the phone would come up as an unidentified network
