So i just bought gta online and i can't acces it, whenever I open it, it shows game pass download.

Well whenever I open my gta
It shows you've been given 4 million, after receiving it I get option to choose from 4 characters and when I take one and load into the game after everything it sends me to a tab with xbox game pass

The game being on sale has nothing to do with whether you need Game Pass Core or not. If it's a paid game, you need Core to play online. Simple as that.
