What I am going to do is return my series s to Costco and get a different one so that I can get the microsoft complete for the xbox for my game drive do I need to turn on this drive will be for use on other xbox before I use it on the new one also do I need to turn on network transfer or what ever it's called to transfer games to the new one? Also do I need to factory reset it?

you dont need to do anything when you get your other xbox you just sign into it and you be able to download any of your games you own with the same Microsoft account
You would only use network transfer if you have both xboxes at the same time.
